Erica (high school staff) explained the policy requires students to complete a set of course‑based or multi‑year competency paths to demonstrate proficiency in English, math, biology and, beginning with the class of 2027, U.S. history. For students who cannot meet competency through standard coursework, the principal may permit equivalent credit via Edgenuity or conduct a transcript review for transfer students.
The policy addresses students with disabilities and English learners by requiring competency discussions as part of IEP transition planning and by allowing case‑by‑case determinations by the high school principal or out‑of‑district coordinator. Erica described a portfolio/documentation approach for students in small‑group or CLC placements and said DESE already approves Edgenuity as an option for credit recovery.
Committee members and parents raised questions about implementation details: who determines "individual need" and how parents will be informed during IEP or transition meetings; whether the portfolio approach will be standardized; and how final exams and grading weight factor into competency. Staff said teams will use tools such as Goalbook to document standards mastery and that the district will offer professional development and parent education through CPAC to support transparency and consistency.
This was a first read; the district must adopt a competency determination policy by year‑end if DESE’s timeline remains unchanged. The committee will see a second read at a future meeting before final adoption.
