Lycoming County commissioners approve removal of vacant positions from staffing list, cite cost savings

The Lycoming County Board of Commissioners on Nov. 13 approved a package of personnel adjustments that removes a number of long-vacant positions from the county’s temporary/administrative listing (TDA) and reclassifies several roles.
Speaker 5 presented the package, which included reclassifying two maintenance positions from Maintenance 2 to Maintenance 1 and multiple removals in the county’s RMS (recycling and landfill operations). The board recorded approval by voice vote after discussion.
Commissioner (speaker 8) said the RMS changes reflect long-standing vacancies and an effort to create efficiency and a profit orientation at the county recycling and landfill operation. "There's a lot of positions that ... had been empty for a long time that are not necessary," the commissioner said.
Presiding commissioner (speaker 1) said the county has roughly 550 full-time employees compared with about 375 two decades ago and instructed department heads that, if they want eliminated positions restored, they must bring documentation to the Salary Board for review.
Speaker 2 and others emphasized that many listed positions are vacant but noted there remain costs associated with keeping positions on the books. The board said more TDA cleanups will be considered in upcoming meetings.
The action was described as an administrative reorganization and cost-saving step; no layoffs were announced in the transcript and the board said positions could be restored with proper documentation.
