HR Director Shannon Springer presented a memorandum of agreement with the IAFF local that realigns fire department duties to preserve SAFER grant-funded positions, improve permit coordination, and better align fire-marshal services; council approved the IAFF MOA unanimously.
Springer then presented an AFSCME MOA to create a permit coordinator position by converting an existing building-inspector role; the change was described as net zero to the city’s staffing count and was approved unanimously.
Finally, staff recommended expanding the city’s bilingual pay stipend to include represented AFSCME employees who meet the same front-facing bilingual-use criteria and applying a 2.7% cost-of-living adjustment to the stipend (from $75 to $77 per month). Staff estimated the fiscal impact at roughly $4,000 annually. Council approved the expansion and COLA (vote recorded as 6–1).
