During the meeting commissioners walked through changes made after the first reading and discussed sections 11 and 12, which require that proposed zoning amendments first be submitted to the planning commission for its recommendation. County staff and the county attorney clarified that the planning commission’s recommendation is advisory and does not bind the board. "The planning and zoning commission brings a recommendation... and this board is free to either agree or disagree with the planning commission," the county attorney said.
A motion to approve the ordinance on second reading passed unanimously after a roll call vote. Commissioners agreed to publish the ordinance as required and directed staff to draft bylaws over the next 20 days so the new seat assignments and procedures can be implemented early next year.
What’s next: Staff will draft bylaws for the commission seats and return them for adoption at a subsequent meeting so the county can implement seat assignments and an application/interview process for staggered terms.
