Commission approves RV-storage facility CUP and lot merger in Ocotillo with strict compliance conditions

The Imperial County Planning Commission approved Conditional Use Permit 23‑0029 and Lot Merger 00157 to establish a phased recreational‑vehicle storage facility with on‑site sales and repair at 14 W. Highway 80 in Ocotillo.

Planner Rosie Yee described the proposal to provide up to 92 outdoor spaces for Class A/B RVs, boats and trailers, to be built in three phases and to operate 24/7. Yee said the project would not include an RV dump station and that some spaces could be configured as double parking but the total would remain at or below 92 spaces. Staff recommended adoption of a negative declaration and approval subject to standard conditions.

Cecilia Vogel, the applicant’s representative, confirmed she had reviewed project materials and said she could provide an updated site plan. Commissioners expressed concerns about reported prior illegal uses of the site, washing vehicles and runoff, and the need to ensure paving and secured fencing during the approved phasing. One commissioner said there would be "zero tolerance" for noncompliance and warned the commission would bring the project back for termination if conditions were not met.

The commission moved first to approve Lot Merger 00157 and then to approve CUP 23‑0029. Both measures passed on roll call. The chair told the public and applicant the standard appeal procedures applied.

Staff will record conditions on the merger and permit and monitor compliance; commissioners emphasized that continued violations could result in revocation of approvals.
