Public works staff asked the committee to recommend approval of two change orders to contract 137090 with Darris Contractors LLC for work on the Boston Avenue Bridge and related street improvements.
Staff said the bridge work uncovered areas with up to six inches of asphalt removal where two inches had been planned; to avoid tripping hazards they proposed raising the asphalt to match expansion joints. Change order #1 adds $46,060 (and zero calendar days) to overlay asphalt and adjust the bridge surface. "If we had just put back what was planned, the 2 inches, we would have had tripping hazards," staff said.
Change order #2 covers additional demolition tied to landscaping and island removal coordinated with Tulsa Downtown Partnership; the transcript lists the amount as "62,000, $93.28" which staff stated brings the combined change order total to about $108,000 on an overall contract value of approximately $3,500,000. Staff characterized the combined modifications as roughly 3–3.8% of the contract and recommended approval.
Separately, staff presented ordinances to close a portion of an alley at 3322 West 45th Street and a portion of South 34th West Avenue between West 45th Street South and West 45th Place South in the Yargi addition to Red Fork to allow future redevelopment. Staff said utilities will be relocated and that private utilities raised no objections; an IDP in process will handle utility relocations.
No final council votes were taken at the committee; staff said these items will be presented for formal approval at the upcoming council meeting. Staff noted remaining contract contingency and bid savings are available to support the adjustments.
Next steps: staff will present the ordinances and change orders at the council meeting for formal votes and continue coordination with Tulsa Downtown Partnership on adjacent landscaping work.
