Council approved the following ordinances on first reading (all by unanimous voice votes) and set second readings and adoption for Dec. 4, 2025 at 10:00 a.m. at Old City Hall: • REZ2545 — rezoning 302 North Oregon Avenue from IG (industrial general) to RM‑24 (residential multifamily) to allow up to three dwelling units; moved by Councilman Carlson and seconded by Councilwoman Hertek. • REZ2589 — rezoning 2012 Lindsey Street from RM‑16 to PD for two single‑family semi‑detached units (applicant presented site plan and waivers); approved unanimously. • REZ2592 — rezoning 1541 West LaSalle Street from IG to RM‑24 to provide a transition from industrial uses to adjacent single‑family neighborhoods; approved unanimously. • REZ2598 — rezoning 1302 North Oregon Avenue from RS‑50 to RM‑18; applicant cited proximity to Riverwalk expansion; approved unanimously. • REZ25108 — PDA amendment affecting seven parcels on East Henry Avenue (East Tampa) to permit a range of uses with limited CI uses on Parcel 5; applicant representatives said the change would legalize certain warehouse uses and support existing affordable housing efforts by IBIS Healthcare (GracePointe); approved unanimously.
The council also approved first reading of RAZ2524, a PD amendment for Rocky Point Harbor (3075 N. Rocky Pointe Drive) that would replace an older PD with a plan for a 13‑story, 399,024‑square‑foot multifamily building with structured parking and waterfront amenities. Staff described reductions in previously requested waivers and parking changes; legal counsel and staff explained that to reach a 2.0 FAR the developer will provide a bonus payment of $2,858,009.40 to a CIP project identified in the bonus agreement (Louis Avenue/Cleveland Street to Boy Scout Boulevard). Council approved the PD amendment on first reading and also approved an associated DRI amendment (file DRI25‑14823) on first reading; both are scheduled for second reading on Dec. 4.
Planning staff repeatedly framed these rezonings as supporting the comprehensive plan’s goals to direct growth to urban villages and provide housing opportunities. Council members asked detailed questions about design orientation, alley access (FDOT objections), tree preservation and secure bike parking for the Rocky Point development.
What happens next: Applicants must submit required plan revisions (where noted) between first and second readings; second readings and adoption votes are scheduled for Dec. 4, 2025. The Rocky Point bonus payment and any associated CIP project details will be finalized as part of the bonus agreement before second reading.
