Council previews Golden Eagle irrigation project, Lake Liner planning and park upgrades; staff asks for design funding for Lake Liner

At Golden Eagle Park staff proposed replacing the shared pump house arrangement (which draws lake water with shell/sediment that clogs about 300 sprinklers) by tapping a nearby sanitary district line and building a town pump house and underground reservoir; the change would reduce maintenance, allow fertigation, and improve turf outcomes, and staff said the sanitary district had offered preliminary support for a tap and metering arrangement.
On the Lake Liner, staff noted the town’s lake is not currently leaking but the liner will require replacement in coming years. The chief planning recommendation and council discussion focused on using the next 2–4 years for a thorough, cradle‑to‑grave design and environmental permitting plan. Staff requested an initial planning/design appropriation—staff discussed asking council for up to $1 million in a future budget to fund detailed design, environmental review, disposal and staging logistics, and a construction playbook that could be phased to minimize tourism and ecological impacts.
Smaller park requests included a proposed bike skills park funded in part by a $100,000 Kiwanis donation (staff proposed matching funds in the CIP), additional shade structures for Linear Park to match the other end of the venue, and consideration of three entryway sign updates (staff will return with refurbish or replacement cost options). Council members asked for public outreach and careful design to avoid earlier mistakes (e.g., past sludge disposal at fountain park) and to ensure compatibility with aesthetics and events.
Staff will return with cost estimates, environmental review scopes and CIP timing for council approval.
