Legal counsel and administrators explained that some policy language is intended to track recent federal and state guidance and court decisions about student religious expression and school accommodations. Board members asked for clarifications about the doctrine of necessity (conflict-of-interest/quorum processes) and how a person with a conflict would be handled during a discussion and subsequent vote.
