Councilmember Wiggins moved to adopt Resolution R11-13-2025-2 to approve the county plan update; Councilmember Prater seconded and the motion passed unanimously. The adoption preserves the city's ability to pursue FEMA hazard mitigation grants in the future.
On related business, the council cast the city's votes for McLennan Central Appraisal District and Falls County Appraisal District board candidates under Resolutions R11-13-2025-3 and R11-13-2025-4; motions to cast ballots as recommended passed on voice vote.
During staff reports, the mayor and council expressed frustration with the city's sewer contractor (identified in discussion as BlackRock), saying the contract work remains unfinished. The mayor told the contractor she would not authorize additional city funds and demanded completion, saying the contractor must finish bores and other items on or before Dec. 31 under the current contract terms. Back in open session after executive session on personnel matters, the council approved a personnel resolution (R11-13-2025-6) concerning patrol and school resource officers; that motion was seconded and adopted unanimously.
