Fulshear residents, parks staff push to form local Little League as Primrose fields near use-ready

Residents, Parks & Recreation commissioners and city staff on Friday discussed steps to form a Fulshear Little League and how the new Primrose baseball fields will be operated once construction finishes. The board and volunteers described a multi-stage plan that would start community outreach and board formation now and aim for organized Little League play in fall 2026 or 2027.

The discussion focused on three near-term questions: who will form and run the league, which league boundaries govern the fields, and how the city will manage rentals and maintenance in the interim. "The land was always donated with the intent of there being a Little League set up," said a Parks & Recreation member, reflecting comments from several speakers who urged honoring the donor's wishes. Volunteers including Dax and Cameron said they have begun outreach and encouraged community participation to staff and the commission.

Territory and affiliation were central concerns. Several speakers warned that Little League organization and approvals can be complex because existing leagues have geographic territories. "You can't make kids drive 25 minutes to go practice when they're 6 years old," a resident said, arguing for local access. Project leaders said KD Baseball president Brian Sales has signaled support for granting rights in parts of Cross Creek Ranch; the organizers also said they had attempted to contact Brazos Little League official Shane Pavlock but had not received a response. "I've called him four times...he has not contacted us," a volunteer said, describing outreach attempts.

Staff described an interim operational plan while council considers a permanent policy: use the city's current GovWell rental module to take reservations and payments and adopt a first-come, first-served approach with staff-managed safeguards so a single group cannot monopolize field time. "We will maintain a calendar and take payments through GovWell," a member of operations staff said, and council is scheduled to consider rental and field-use policy at the next city council meeting.

Maintenance funding and responsibilities remain under discussion. Staff said the policy calls for city staff or a hired third party to perform field maintenance; Abren Lopez, the city's operations administrator, noted prior county experience with field upkeep. Commissioners asked whether the city had approved seed money to support initial maintenance; staff said they would follow up and confirm which line items and contracts cover early operations.

Many speakers emphasized the workload of operating a league. "Scheduling, ordering uniforms — it is a full-time job," a volunteer who has run community sports said, urging the commission to plan for staffing or an outside partner and to avoid rushing the league into play before organizers and staff are ready. Several commissioners recommended targeting fall seasons in 2026 or 2027 for full league play and suggested a smaller spring program or youth clinics as a pilot only if partner leagues agree.

Next steps: staff will present the field-rental policy and fee schedule to the city council as scheduled, follow up on outstanding grant and maintenance-funding questions, and coordinate a community meeting on Little League formation in December if organizers continue to pursue the effort.
