Moraine council adopts NIST Cybersecurity Framework v2 to comply with Ohio law and approves extra ODOT payment for South Dixie resurfacing

The Moraine City Council on Nov. 13 adopted the National Institute of Standards and Technology Cybersecurity Framework version 2 as the city s official cybersecurity program framework to comply with Ohio House Bill 96.
Law director staff explained Ohio House Bill 96, effective Sept. 30, 2025, requires political subdivisions to adopt a cybersecurity program before Jan. 1, 2026. Resolution 8183-25 implements the NIST Framework v2 for the city. After a motion to approve, council adopted the resolution by unanimous roll call.
Council also approved Resolution 8182-25 authorizing an additional payment of $14,400 to the Ohio Department of Transportation for the MOT South Dixie RSF Phase 2 resurfacing project (PID 121588). Staff said bids for the resurfacing project came in higher than anticipated and the extra payment covers the difference. The resolution was approved unanimously on a roll-call vote.
The resolutions were added to the agenda earlier in the meeting at the law director's request so the council could meet statutory compliance deadlines and finalize the resurfacing payment.
What happens next: City staff will begin implementation of the NIST framework as the basis of the city s cybersecurity program and will coordinate with relevant IT and finance staff to track the ODOT payment in project accounting.
