Moraine staff urged council to adopt a draft AED policy to comply with House Bill 47 and requested legislation to purchase and install additional devices at city recreation sites.
The presenter explained HB 47 requires automated external defibrillators at municipal sports and recreation locations and that governing authorities must adopt an emergency action plan that is practiced at least quarterly. The staff member identified Wax Park (concession stand) and Everett's Park at the GCC as locations that need AEDs and said two additional outdoor units will be required for ballfield areas. "The AEDs are $6,000 a piece," the presenter said when asked about costs.
Staff outlined theft‑deterrent installation techniques used by nearby jurisdictions (mounted units with network capability that call 911 and capture an image if opened) and said training and recertification sessions are planned (staff training scheduled for Dec. 9). Funding options mentioned included opioid‑settlement funds, existing outdoor maintenance budgets and potential grants.
Council approved a motion requesting staff prepare legislation to adopt the state draft AED policy for the city and to present funding options at a future meeting.
