City finance staff asked the Moraine City Council's Committee of the Whole to authorize legislation to renew the city's self‑insurance program with Anthem Blue Cross and Blue Shield and to renew stop‑loss coverage that protects the city against claims over $100,000 per person.
"We applied a 20% increase to our current 2025 funding rates," the Finance Director said, explaining that the 20% assumption was used to set departmental budgets for 2026. With that increase and updates made after the budget work sessions (including accounting for hires and retirements), finance reported a total budgeted amount of $3,724,691 for health coverage across departments.
The director said the city participates in a pooled stop‑loss arrangement through the Waymark Collective (financing mechanism listed as Berkeley Accident and Health) to reduce premium exposure. Staff said that moving from an initial 15% estimate to 20% ultimately increased the recorded budget by about $31,000 over prior work‑session figures.
Council voted to have the necessary legislation prepared for the next council meeting so that the renewals could be considered alongside other year‑end budget items.
