Planning staff previews zoning studies; resident urges group-home spacing and transit notice

Planning staff told the Toledo Zoning and Planning Committee on Nov. 13 that several zoning and policy efforts remain in progress, including a healthy-food overlay, retroactive modifications to certificates of appropriateness for historic districts, a demolition-by-neglect tax amendment, development of a native-plant list, a review of group-home spacing, and a zoning-code rewrite for which staff expect to select a consultant soon.
Staff said the city’s historic-building moratorium is scheduled to expire in January and noted work continuing on local landmark designations for an initial 15 sites. On group homes, staff said they will revisit setback and spacing rules; a resident commenter, Richard Arnold of 3305 Middlesex, told the committee he favors a 500-foot spacing requirement and said neighborhood meetings should be mandatory rather than recommended.
Arnold also asked that planning staff receive proposed transit-route changes set to take effect Jan. 25 so the commission can assess impacts on elderly and transit-dependent riders; he said some changes will require riders to make additional connections in cold or inclement weather. No formal staff response to that specific request is recorded in the meeting transcript.
Staff did not provide implementation dates for the various studies beyond the moratorium expiration note; committee members directed staff to continue work and to place referred zoning matters on the City Council agenda.
