Marion County approves contract increase for medical services at Duvall Residential Center

Marion County’s Community Corrections Advisory Board on Nov. 13 approved a one-year contract with Quality Correctional Care to provide clinical services at the county’s Duvall Residential Center, with a not-to-exceed amount of $463,221 for 2026.

Justin Garcia, chief financial officer, told the board the contract covers initial health assessments for new intakes, sick call and emergency care, medication management, maintenance of medical records per relevant standards, officer training on mental-health and medication intake, and medical supplies. "This contract is actually increasing 7% from the previous NTE," Garcia said, and confirmed the 2025 contract amount was $432,000.

Garcia said the vendor will be on-site 84 hours per week and that the requested $463,221 covers services for calendar year 2026. Board Chair Carla Duffy called for a motion; the board moved, seconded and approved the contract during the meeting. The transcript did not record a roll-call tally.

The contract was presented as the first amendment to the vendor agreement; board members asked whether the increase reflected higher caseloads or rising medical costs, and Garcia said the change is partly a 4% COLA and partly higher pay requested by nurses.

The board did not identify implementation milestones or performance metrics during the public presentation; Garcia said Justin (CFO) and Duvall staff will coordinate on immediate facility needs identified in a separate assessment.
