Planning Commission recommends Unity on Wolfensberger site plan to town council

The Castle Rock Planning Commission on Nov. 13 unanimously voted to recommend approval of a site development plan for "Unity On Wolfensberger," a multifamily conversion proposed by Wellspring Community.
Planning staff told the commission the proposal covers 1.36 acres at 200 Wolfensberger Road (south of Wolfensberger and east of Park Street) in a planned‑development zone that the Town Council approved in May 2025 to allow church and multifamily uses. Staff found the plan conforms with the municipal code and the PD zoning, noted the existing three‑story building (about 28 feet tall) will be renovated, and recommended the commission forward a positive recommendation to council. Town Council is scheduled to consider the project Dec. 2.
Nicole De Vries, executive director of Wellspring Community, described the project as a mixed use conversion with Wellspring offices and day‑program space on the first floor and 24 market‑rate dwelling units on the upper two floors. "This new building is going to allow us to double the number of people that we serve," she said, and recounted a parent who tearfully asked how long their adult child would wait for services.
Project details included a total of 24 dwelling units, on‑site surface parking meeting PD standards, and a building height consistent with zoning. Staff noted the project held one neighborhood meeting with no members of the public in attendance and that two additional neighborhood meetings had been waived.
After the public hearing (no speakers signed up), Commissioner Samuelson moved to recommend approval; the motion was seconded (not specified in the record) and passed on a 5‑0 roll‑call vote cast by Chair Warnke, Vice Chair McHugh, Commissioners Samuelson, Stanley and Sewan.
The Planning Commission’s recommendation will be transmitted to Town Council for a final decision. The staff report and motions presented to the commission will be part of the council packet when the item is scheduled for Dec. 2 consideration.
