Arturo Estrada (appearing as the applicant for Pan Panaderia La Barca) told the hearing his market has not previously sold liquor and acknowledged the staff-report conditions. The hearing officer approved the package-liquor application subject to the conditions in the staff memorandum dated Nov. 4, 2025.
