Carson City hearing approves hard-liquor and catering license for Bella Vita at the Creek

Carson City'025'0Nov. 10 '025 '0— The Carson City liquor hearing officer on Monday approved an application by Bella Vita Bistro Catering LLC for a dining-room license that includes hard liquor and liquor catering at a new venue called Bella Vita at the Creek, located at 1795 College Parkway, suites 100 and 200.

Lori Baxter Seifer, identified herself as the applicant and proposed liquor manager and confirmed she had reviewed the staff memorandum dated Nov. 4, 2025. Seifer said the business is planning to open at the new location Dec. 1, 2025. "God willing ... December 1," Seifer said.

The staff memorandum lists conditions of approval; the hearing officer reiterated those conditions and made approval subject to them. The conditions include required server training for anyone selling or serving alcohol and keeping evidence of that training on site, a standard requirement noted by hearing staff during the meeting.

A representative of the Carson City Sheriff—s Office warned applicants about enforcement efforts aimed at preventing sales to minors. "We will conduct underage operations where we send in minors to purchase or attempt to purchase alcohol. If they are successful, the person who served it will be cited criminally and then also the city will come around later on the civil side of it," the sheriff's office representative said, adding that establishments should post required signage and ensure staff are aware of the laws.

The hearing officer approved the application "subject to the conditions of approval" in the staff memorandum dated Nov. 4, 2025, and told the applicant that city staff would provide paperwork after the meeting.

The approval allows Bella Vita at the Creek to operate dining-room service with hard liquor and provide catering under the conditions laid out in the staff report; the applicant and staff will follow up on final licensing paperwork and compliance steps.
