County to issue RFP for historic property inventory; board pushes for county cultural‑resources coordinator

Danielle, acting planning manager and staff liaison, briefed the Los Alamos Historic Preservation Board on plans to issue a request for proposals (RFP) for a comprehensive Los Alamos County historic property inventory. "That is going out for RFP hopefully by the end of this week, if not early next week," she said, and added the expectation that consultant interviews and selection would occur in late September or early October.
Board members emphasized the need for a county staff point person to oversee the inventory and to maintain access to the State Historic Preservation Office (SHPO) lists as a Certified Local Government (CLG). One member noted CLG rules require a professional standard for the person overseeing CLG duties and that annual CLG funds can be used toward retaining a preservation consultant. Members discussed that the county must identify who will interface with the consultant, manage the inventory, and respond to regular site‑level questions that will arise from the RFP process.
The board discussed scope questions (whether the survey will be selective or county‑wide), and Danielle said the specification will be inclusive but focused on county‑owned properties for board review. Members also asked staff to relay suggested consultant qualifications and to ensure the RFP included calls for archaeology, structures, districts and objects where applicable.
No contract award took place at the meeting; staff committed to circulate RFP language and consultant qualification recommendations to the board prior to publication.
