Planning commission forwards Village at Clear Springs proffer amendment to supervisors

The Loudoun County Planning Commission on Nov. 13 voted to forward a proffer amendment for the Village at Clear Springs (ZCPA 2020‑56) to the Board of Supervisors with a recommendation of approval. The commission’s action followed a staff presentation that said the amendment would revise proffer language governing river and stream corridor resources so utilities and stormwater management devices can be sited where intended under the existing zoning.
Staff planner Fayeullah Gordon told commissioners the subject property is in the Catoctin Election District and that the amendment would subject the riparian buffer to current zoning ordinance regulations while not creating new or additional requirements for Board approval. Gordon said the revision corrects a drafting error discovered at the site‑plan stage.
The applicant’s representative said the change was a technical fix to reflect an original understanding between the applicant and staff about where utilities would be allowed. Vice Chair Miller moved to forward the amendment "with the recommendation of approval subject to the proffer statement dated 10/17/2025," and the motion carried unanimously.
Why it matters: The amendment is intended to remove a legal and administrative barrier discovered during site plan review so utilities and stormwater infrastructure can be constructed in the locations that had been anticipated during the rezoning. The item will now go to the Board of Supervisors for its review and final decision.
