Candace (Community Services) and procurement administrator Christy Garcia told council the contract covers outfitting 64 rooms (bed frames, mattresses, shelving units used instead of wardrobes, and small office furniture) and is being procured via a competitively bid state cooperative contract. "This contract is with Goodman's, and so this contract is specifically for outfit in the rooms and the, small office area," staff said. Garcia said staff toured vendor sites and that the state contract provided favorable pricing and was competitively bid.
Council members repeatedly asked how local Mesa vendors could compete. Garcia said departments can perform their own solicitations and that procurement routinely notifies registered local businesses when solicitations are posted. She added cooperative contracts are often priced on state volume and can provide more favorable discounts than a single‑city solicitation.
Mayor Freeman and other council members urged staff to continue outreach and consider splitting future solicitations when feasible to allow Mesa businesses to compete for appliances or smaller lots of work. Community Services staff said the furniture specified is specialized for social‑service settings and durability, and that staff had conducted site visits and vendor comparisons.
Council did not veto the purchase; the item will proceed as presented with staff noting warranty coverage and the specialized nature of the furniture.
