Kinneytown dam ownership transfer leads designers to fold Greenway trail into dam‑removal planning

Summary
Planners said the Connecticut Brownfield Land Bank has taken ownership of the Kinneytown Dam property; the dam-removal design will include trail routing and possible reuse of dam structure for bridge footings, with public workshops planned in January or February.
Regional staff briefed the committee on progress at the Kinneytown Dam site and how dam‑removal planning is being coordinated with Greenway design.
The Connecticut Brownfield Land Bank recently took ownership of the Kinneytown Dam property, staff said, and GEI is the lead designer for dam deconstruction. GEI has hired Stimson Landscape Architects to develop trail concepts so the trail design is considered early in the dam‑removal work. Presenters emphasized major uncertainties: the volume of contaminated sediment behind the dam, how sediment will be managed, and how the former pond might be restored as wetland, dryland or another configuration.
Design concepts presented by consultants include routing a trail from North Fourth Street through the Copan area and potentially reutilizing portions of the dam as footings for a pedestrian bridge to create a cultural feature. Staff said the team had walked much of the corridor and that some ideas remain conceptual while engineers test feasibility.
A public meeting and workshop is planned for January or February to gather community input on dam removal and trail concepts, and designers were expected to attend a future committee meeting to present concepts in more detail.
