Robla board approves EL platform purchase, adopts CSPP funding application and approves inspection services; votes unanimous

Robla Unified School District trustees approved a set of action items including authorization to apply for continued California State Preschool Program (CSPP) funding, the district’s purchase of the Elevation English-learner platform, separate independent inspection services for a Main Avenue Elementary preschool/transitional kindergarten modular project, and a Dec. 11, 2025 organizational meeting date.
On the CSPP item, staff described the authorization as the regular request that gives the district permission to apply to run the CSPP program; the board approved the application by unanimous voice vote.
The board also approved a service agreement with Elevation, a platform staff said centralizes Title III and English-learner documentation, parent notifications (available in 40+ languages), monitoring of reclassification and LPAC/ELPAC records, teacher dashboards, and embedded professional development and lesson recommendations. Staff proposed purchasing the full package now using Title III carryover funds, running a compatibility check with district technology and Clever integration before implementation, and phasing components depending on classroom uptake.
“As we’ve moved into the digital age, more and more of it is kept online … this platform is a place where all of our data for English learners is stored and easily accessible,” the EL presenter said. The presenter emphasized the platform’s ability to generate required parent letters and to track whether families received or opened communications.
Staff also asked the board to approve separate independent inspection (special inspection) services for modular units in the Bioplex; staff said the district previously contracted Rainey Geotechnical Inc. and that a subcontract for implant inspection services exists in that contract, but the district recommended a separate independent inspector (David Castor referenced) and will receive a credit from Rainey Geotechnical for the change. Trustees approved the inspection services.
Finally, trustees set the district’s annual organizational meeting for Dec. 11, 2025. All action items described above were approved by unanimous voice votes; the transcript records the approvals as carried unanimously but does not show individual roll-call tallies.
