Sylvania planning commission recommends special-use permit route for residential carport

The Sylvania Municipal Planning Commission on Nov. 12 recommended that City Council take up a special-use permit (SUP) process for a proposed residential carport at 5910 Balfour Road.
William Gross, the petitioner, told the commission he sought a simple steel A-frame carport for his daughter’s residence but ran into permitting friction after staff identified an existing accessory shed on the property. Gross described engineering approvals from Lucas County and said the proposed galvanized 2-inch steel structure would be anchored to the concrete slab. He criticized phrasing in the zoning code requiring that carport supports, roof and fascia "match" the main building as vague and inconsistently enforced.
Commissioners and staff discussed a zoning amendment under consideration at the council level that changed a proposed 10-by-20-foot carport limit to an 18-by-20-foot maximum and requires a three-foot setback from side or rear property lines in R-2 zones. Commissioners said a special-use permit would allow the commission and neighbors to assess aesthetics and neighborhood compatibility rather than resolving code ambiguity in a single administrative ruling.
A commissioner moved and the commission voted to recommend that council set a public hearing and consider SUP 4-2025; the recommendation is advisory. Tim Burns, city zoning administrator, confirmed the item will return to city council and that the commission’s recommendation follows the criteria being considered in council’s draft amendment.
The commission adjourned after completing business. The council is expected to schedule any public hearing and take final action on the code amendment and the specific SUP application.
