The Festival of the Arts submitted a sculpture application proposing a piece themed on native birds. Speaker 4 said the festival is requesting permission to place the sculpture at a marked location in North End Park and asked the board to approve the site "pending our approval of the final chosen sculpture." Several board members expressed concern about giving blind approval to artwork they might later find unsuitable, noting the festival could award funds and select a winner prior to board review. Speaker 2 voiced the shared concern and requested the board retain final approval of the chosen piece.
On portable toilets and the dog-park area, staff explained facilities were removed after repeated vandalism increased replacement costs and posed operational problems. "If they get destroyed, who's paying for them being destroyed?" Speaker 4 asked, explaining that repeated destruction adds unanticipated replacement expense rather than simple operating cost. Staff committed to follow up with operations staff (Mark) to explore options such as locking or monitoring.
The board made a motion to approve the sculpture location pending final board approval of the selected artwork; Speaker 4 recorded the motion and the board affirmed it by voice vote. The board also noted a suggested dedication (naming winter accommodations in Scott Heron's honor) and asked staff to note that preference for follow-up.
