Council approved bills and claims totaling $813,691.84 and moved a consent-style package of routine finance resolutions that included warrants for dog licenses, refunds of recreation fees, escrow draws for the Board of Adjustment and planning board, warrants for overpaid taxes, and an affordability assistance grant for a tenant at 2312 Echo Lane. One council member recused from one escrow-related resolution because of a personal relationship with a person on the list; the remainder of the package passed.
Councilman Heffner, reporting for the Finance & Policy Committee, outlined three revenue-insertion resolutions for grants: a Greening Union County grant for 2026 tree plantings, funds from the Kids Recreation Trust Fund to upgrade Memorial Park tennis courts (including pickleball facilities), and money from the Drunk Driving Enforcement Fund for enforcement activities. Heffner also summarized a capital project procurement step: a resolution to award a contract to design and prepare bid specifications for replacement of the Public Works Building roof; that work is funded through previous capital budget authorizations.
On parking, Heffner introduced an ordinance on first reading to increase commuter parking rates for the Main Lot (Lot 3) to $776 annually (up from $696) and to $460 semiannually (up from $420); similar increases were proposed for the Watterson Street lot. The finance committee presented the increases as the first adjustment in about a decade and noted the rates do not fully reflect inflation since the last change.
The council moved and approved the finance items by roll call or voice vote as recorded in the meeting; no formal opposition blocked passage. The ordinance on commuter parking was presented on first reading and will return for later consideration according to the town's ordinance process.
