Engineering fees mostly unchanged; staff to raise utility connection fee using construction index

City Engineer Rich Meredith reviewed the proposed 2026 engineering fee schedule and said most review fees will remain the same while the utility connection fee will be adjusted upward to reflect construction-cost inflation.
Meredith said staff and development-review engineering have identified efficiencies that allow fees to be held steady for 2026. The only proposed increase is the utility connection fee, which staff proposed to index to the Seattle construction index (the staff report initially referenced the Seattle CPI in error and will be corrected). The increase would cover the physical costs of connecting utilities in the field and was calculated using the same construction-cost index used for other fee updates.
Council had no substantive questions and staff said they will return final resolution language next week.
