Prescott Valley council approves several code updates including business-registration shift and subdivision rewrite

At its Nov. 13 meeting, the Prescott Valley Town Council approved multiple ordinance changes affecting land development, code enforcement and local business registration.
Ordinance No. 2025970 (second reading and final passage) repealed and reenacted Chapter 14 (subdivisions and other land projects) of the town code. Council also passed Ordinance No. 2025965, which amends Section 1-8-20 to clarify available options for service of citations in civil code-enforcement actions.
To address new state requirements the council adopted Ordinance No. 2025973 authorizing third-party review of certain building permit applications in accordance with the state statute cited by staff (cited in the transcript as ARS 9-470.1). Town staff and Planner Stacy Bristow described an optional expanded expedited review program for developers and contractors; Bristow said stakeholder outreach included more than 100 interviews and estimated time-line reductions of roughly 30–65% for expedited services.
The council also approved Ordinance No. 2025972 to replace the town’s business-license program with a registration program. Under the change, existing, active businesses would be transitioned to a one-time registration instead of annual renewals; the town plans a phased 12-month rollout tied to renewal months. The ordinance also established allowable door-to-door peddler hours from 9 a.m. to 7 p.m.
All of the ordinances were approved by unanimous vote at the meeting. Town staff said the third-party-review item responds to state legislative changes and that administrative policy will establish details for optional expedited services.
