The Planning and Zoning Commission on Nov. 13 recommended city council approval for a conditional use permit and a driveway width variance to allow legalization of a three‑unit dwelling at 314 Liberty Street and to widen the driveway to 24 feet.
Planner Tyler Williams said a three‑unit attached dwelling is a conditional use in the R‑3 district under the recently updated UDO and that the property previously operated with multiple units without proper licensing. Attorney Emmanuel Bayar and owner Asif Adif said the owner plans to rehab the upstairs units, bring the garden unit up to code and pursue rental licensing. Contractor David Shimon said the team would repair and stripe the shared parking areas so each unit has a designated space.
Williams said the existing driveway measures about 21.2 feet and the applicant requests a 24‑foot width so three cars can park simultaneously. Commissioners praised the intention to bring the property into compliance and moved to recommend approval; the motion passed by roll call. The recommendation will proceed to city council on Dec. 1.
