The Boone County Board of Education voted 4–1 on Nov. 13 to approve a memorandum of understanding (MOU) with Pathfinder Counseling Services to provide school-linked counseling services.
What the MOU does: Under the MOU, approved providers will be available for referrals from school counselors, subject to parental consent and background-check requirements described in the statute. Administration emphasized these arrangements connect students with community providers rather than placing counseling under district management.
Key discussion points: Board members and members of the public asked how students are paired with providers, how parental consent is handled and whether families without health insurance would be served. Speaker 15 (district mental-health liaison/representative) said some providers accept Medicaid or other insurance but not all; some providers will offer sliding-scale or uninsured services, while others will not.
A portion of the debate touched on provider values. Board member (speaker 24) voiced constituent concern about a provider identifying as an "LGBTQ ally," asking what viewpoint a counselor would take. Other speakers said being an ally signals recognition and support rather than proselytizing, and administrators said families may request a different provider if they are uncomfortable.
Approval and vote: The board approved the MOU by a 4–1 margin (one board member opposed). Administration said providers must meet baseline statutory requirements including insurance, a transportation plan if used, and background checks for staff who interact with students.
Next steps: Administration will proceed with implementing the MOU and work to improve referral follow-through; trustees urged administration to ensure families are actually connected to in-network or sliding-fee options when available.
