On Nov. 13 the Waukegan Planning and Zoning Commission recommended that city council approve a set of linked zoning actions to convert the building at 1020 West Glen Flora Avenue into a 14‑unit multiunit dwelling.
Planner Sam Green presented four related items: a major consolidation of two parcels (ZC 2804), a map amendment from B‑2 to R‑4 (ZC 2805), variances from interior and corner side setbacks required under the R‑4 district (ZC 2806), and a conditional use permit for a multiunit dwelling (ZC 2807). Green said the proposal envisions 14 units (seven upstairs, seven downstairs), 23 on‑site parking spaces and 19 auxiliary spaces across the street for residents/visitors.
Architect Sanjay Single said the exterior massing would not change, but the owner plans landscaping and buffering to meet city requirements. Single said two upstairs units already exist and the owner intends to add four additional upstairs units and convert the ground floor to seven dwellings, then bring all units into compliance with rental licensing.
Commissioners moved and approved each item separately by roll call. Staff noted the variances are required to meet R‑4 standards because the property has little to no side yard space; the project advances to city council on Dec. 1.
