Applicant Elizabeth Marrero said she plans a multifunctional venue for private events and community programming including senior meals, vendor fairs and not‑for‑profit events. "We're we're looking to support the community as well," Marrero said. Manager Carlos Garabine explained the tavern is planned to operate primarily Monday–Thursday while larger events would occur on weekends.
Staff read a letter of objection from a nearby Gurnee resident citing concerns about hours, noise and presence of liquor. Resident Sherry Scott and 8th Ward Alderman Lynn Florian asked how compliance would be enforced; staff said zoning enforcement and, if needed, the police could respond to complaints. Florian suggested the named complaint may relate to a different nearby establishment and asked staff to verify which property was responsible for prior complaints.
Commissioner (5) moved to accept the findings of fact and recommend approval of the conditional use permit (ZC 2803) with staff conditions; the motion passed by roll call. The matter advances to city council on Dec. 1 for final action.
