Pasco MPO approves UPWP and TIP changes including planning budget ceiling increase and sidewalk extension

The Pasco County MPO on Nov. 5 approved a package of planning and program amendments intended to align federal and state planning funds and to expand active‑transportation projects in the county.
Staff presented three UPWP amendments for fiscal 2025–26: updated federal planning fund allocations, intra‑budget reallocation to fund emerging planning needs (including an active‑transportation plan), and updated state planning funds tied to transportation‑disadvantaged coordination. The board approved the bundled UPWP amendment by voice vote.
Because the UPWP amendment changed available planning funds, staff also requested approval of a DOT planning agreement to raise the MPO’s federal planning budget ceiling from $3,390,970 to $3,431,176. The board approved the agreement.
FDOT requested and the board approved a proposed TIP amendment to extend an existing sidewalk project on Branch Road (Martha Avenue to Hanks Lane, ~0.651 miles) to include Ranch Road from US 19 to Ponderosa Avenue (~1.178 miles). The amendment adds $281,212 in local funds for construction and updates construction funding to $928,607.
Board votes on these items were taken by voice and recorded as approved; no roll‑call tallies were entered in the meeting record. MPO staff said these adjustments will be reflected in revised public documents and that the updated planning budget and TIP limits will be posted per the MPO public‑participation plan.
