NEISD trustees approve canvas of $495 million bond election; three of five propositions pass

The Northeast Independent School District Board of Trustees approved a resolution canvassing the returns of the district—s $495,000,000 bond election and declared the results during a meeting called to order at 5:31 p.m. The board adopted the canvassing resolution by a roll-call vote announced as "Motion passes 7 to 0."

Jacob Bywaters, NEISD—s director of government relations, read the official vote totals provided by Bexar County Elections and recommended the board sign the canvass and related certificates. Bywaters said the board called the bond election Aug. 11, 2025, and the election was conducted Nov. 4, 2025. He also noted a precinct-level tabulation document was provided to trustees and is publicly available.

Of the five propositions in the $495 million package, three were approved and two were rejected. Bywaters read the totals as follows: Proposition A (general) — approved, 60.41% (41,349 for; 27,099 against); Proposition B (technology) — approved, 56.62% (38,585 for; 29,563 against); Proposition C (athletics) — approved, 50.11% (34,117 for; 33,967 against); Proposition D (stadiums) — rejected, 53.15% against (31,779 for; 36,054 against); Proposition E (natatoriums) — rejected, 50.27% against (33,718 for; 34,085 against). Bywaters read total votes and reported overvote/undervote counts for each proposition and confirmed the tabulation used came from Bexar County Elections.

Bywaters also reminded the board of its legal obligation under Texas Election Code sections 67.003 and 67.004 to canvass the election before finalizing results and recommended approval of the prepared resolution and certificates for signature by the board president and the board secretary. The resolution and the precinct-level tabulation were provided to trustees as part of the meeting materials.

Trustee (Miss) Shelton moved to adopt the resolution canvassing the returns and declaring the election results; Trustee (Miss) Chigi seconded. Board President (name not specified in the transcript) called for the vote and announced, "Motion passes 7 to 0." The board did not record individual roll-call votes by name in the meeting transcript; the outcome was recorded as unanimous approval.

In brief remarks after the vote the president thanked staff and community members who worked on outreach, presentations and the election website, and noted the turnout and partial passage of the bond package as a positive result for district schools.
