Item 25 (a CA general business rezoning) was approved per staff recommendation. Item 28 (S and E Properties) included approval of a variance to reduce minimum curve tangent length, acceptance of alternative design standards, approval of a concept plan with nine conditions, and approval of a development plan for up to 116 detached lots subject to one condition. Item 29 (Messana Investments) followed a similar pattern — alternative design standards and concept/development plan approvals with staff‑listed conditions. Item 30 (Ham Land Partners — Thompson Creek Phase 2) involved five variances tied to road curve and vertical‑curve standards, approval of the concept plan subject to 11 conditions, and approval of the development plan for up to 150 detached lots subject to one condition.
County engineering staff reviewed the alternative design and variances and reported they did not create unsafe conditions. Commissioners moved through each required motion sequentially, and for each motion the ayes carried. The approvals are conditioned on the planning and engineering items listed in staff reports, including bonding, site distance mitigation, stormwater controls, and design reviews during permitting.
Several commissioners stressed the role of the growth plan and the need for clustering and long‑range infrastructure planning where densities increase. The approvals do not override later design‑phase reviews; all projects must meet stormwater and roadway design requirements during permitting.
