Court awards courthouse HVAC work, rejects storm-shelter bid and approves small contract amendment

Staff recommended awarding the courthouse HVAC base bid to TP Mechanical as the low bidder (base bid reported at $999,000) and approved two alternates for pumps and council-chamber lighting; the court approved those items and accepted that contract award with the understanding the final scheduling would stretch into the following spring. The judge said some lighting upgrades (tower/internal or external) were desirable but likely unaffordable in the current bid package and would be pursued later via estimates.
On a separate item, the county received a single bid of $224,000 from Hinkle Construction Services for a storm shelter. Because the price exceeded available budget, the court formally rejected the bid and authorized the county attorney and staff to pursue competitive negotiation and value engineering with Hinkle and return to the court with a revised recommendation.
The court also approved minor amendments to an agreement with Strand for design services for the Legacy Trail extension.
What happens next: Contract award for HVAC moves forward with TP Mechanical; staff to pursue value engineering for the storm shelter and return with options; county will circulate contract documents and updates as scheduling and budgets are refined.
