Committee approves treasurer ordinance language and forwards higher salary range to council

The Ordinance Committee on Nov. 12 voted to forward ordinance language that sets minimum eligibility requirements for an appointed city treasurer and recommended a higher salary range to the full City Council.
Councilor Bacon, the order sponsor, said the draft job description from Human Resources largely preserves existing duties but sought clarification that some phrases (for example, language describing tax title procedures) aligned with current practice. HR Director Kelly Curran told the committee the duties are “essentially the same” as before and that she had circulated the draft to key staff.
Members spent significant time debating the salary range to advertise. Kelly Curran said the Schedule A ranges could later be applied and that raising the advertised range does not necessarily mean immediate raises for current employees. Councilor Mike Sullivan warned the committee that advertising the position with a low range would not attract qualified applicants: “If we go out there and advertise this at 85 to 118, we are not going to get a qualified person,” he said, urging a Schedule A mid‑to‑max posting.
After debate the committee voted to send Item 2 (eligibility and ordinance language) to full council as amended to reference the job description, and to recommend a higher salary range for Item 3. Both actions passed in committee.
Next steps: the ordinance and accompanying job description will go to full City Council; staff were asked to ensure the job description is attached or referenced in the ordinance and to clarify whether the treasurer will be combined with tax collector duties under upcoming fiscal modernization plans.
