Summary
Councilmember Misakowski told the Los Angeles Youth Council that the city compiled a comprehensive inventory of services and finances for LAFCO’s secession feasibility studies and that the work has cost the city $414,000 so far; the council approved the transmittal unanimously.
The Los Angeles Youth Council voted to transmit a substantial compilation of city data to the Los Angeles Local Agency Formation Commission (LAFCO) as part of ongoing secession feasibility studies. Councilmember Misakowski introduced the item, saying the packet includes detailed breakdowns of services, personnel, assets and general-fund and grant revenues by geography. She told the council the information represents "the most thorough investigation and inventory that the city has ever conducted."
Misakowski said the work to assemble the material has cost the city $414,000 to date and described the transmittal as necessary for LAFCO and its consultants to determine the feasibility and viability of any entities that could be created. "We are on the precipice of the singularly most important event that ever may have happened in this city," she said. Councilmember Bernsen, the council's representative to LAFCO, commended city departments for prompt compliance and for providing the information in a timely manner.
After debate and formal roll call, the clerk announced twelve ayes and the presiding officer declared the transmittal approved. Councilmembers noted LAFCO and its consultants will review the data over the coming year and that the council expects follow-up briefings to share findings with residents.
Next steps: LAFCO will analyze the submitted data and publish its feasibility work; the council did not adopt any ordinance or final policy in this meeting, only the transmittal of materials for LAFCO's review.
