Franklin County finance panel approves routine budget measures, moves 2026 schedule to ease agency workflow

The Franklin County Finance Committee met for its November session and approved routine administrative and budget items, including minutes, the September sales tax report and multiple fund amendments and grant applications. Members also approved a change to the 2026 meeting schedule designed to improve the flow of materials to the county commission.
The committee approved the previous finance minutes and a sales tax report for the period ending Sept. 25 after motions and voice votes. The financial director's report (packet pages 4–8) was presented and accepted without substantive follow-up questions. Several budget resolutions and grant authorizations were approved by voice vote, including a school budget item described in the packet as “School GP budget AMN billing” (pages 9–10), a school GMM budget item for inclusion on the Nov. 10 agenda (page 11), and an amendment to the highway fund (page 12).
Other approvals included general and library fund budget amendments (pages 13–16), a grant application for county jail training equipment (pages 17–18), an administrative grant item referenced in the packet (pages 21–22), and a multiyear community reentry contract renewal with Bonterra (pages 23–25). The committee also approved several administrative items: the committee’s 2026 meeting schedule (page 26), an updated legislative commission schedule, approval of a notary (page 42) and the updated budget calendar.
A member who spoke during discussion of the 2026 schedule proposed shifting the county commission back one week and moving finance to a different week so that items bound for the school board and highway commission would reach the county commission within the same month. "If we moved the county commission back one week... and then moved finance to where everything that goes to the school board and the highway commission would be able to go to the commission that month," the commissioner said, explaining the proposed timing change. The committee voted to adopt the schedule as presented.
