Supervisors authorize $151,595.91 emergency payment for Parham Landing wastewater repairs

The New Kent County Board of Supervisors on Nov. 12 authorized the county administrator to approve a supplemental appropriation of $151,595.91 to cover emergency electrical and piping repairs at the Parham Landing Wastewater Treatment Plant.
Public Utilities staff reported a major electrical short caused by groundwater entering underground electrical ductwork and multiple leaking pipes. The emergency required excavation, hand and vacuum work in tight spaces and emergency electrical and piping repairs that restored power to the plant.
"Our request this evening is for an appropriation of $151,595.91 — we had an emergency repair at the wastewater treatment plant," Public Utilities said in its presentation, noting the repairs were already performed to restore essential operations.
Supervisor Stewart moved to authorize the county administrator to approve the supplemental appropriation; the motion passed by roll call. County staff confirmed the repairs used on‑call contractors and that the appropriation covers already‑incurred emergency costs.
The authorization allows staff to complete required administrative steps to reimburse or account for the emergency expenditures and to maintain uninterrupted wastewater services.
