Friendswood planning commission hears consultant outline for yearlong comprehensive plan update funded by GLO resiliency grant

The Friendswood Planning and Zoning Commission on Nov. 13 heard a presentation from consultants engaged to update the citycomprehensive plan and to follow with zoning ordinance work funded by a Resilient Communities grant from the Texas General Land Office.

Consultant: the update will be a two-phase effort that first produces a community-vetted comprehensive plan and then translates key recommendations into regulatory changes. "This comprehensive plan and this zoning ordinance update is funded by the RCP grant. It's called the Resilient Communities grant that is awarded by the Land Office," the consultant said, describing the grant's focus on hazard mitigation, sustainability and resiliency. The consultant added that roughly half of the grant funding is intended to support the zoning/ordinance phase so recommendations are implemented rather than shelved.

Why it matters: Commissioners and consultants said the update will shape future land-use, infrastructure and grant-seeking priorities. "Comprehensive plans guide future land use, infrastructure and mobility decisions," the consultant told the commission, and emphasized that a clear plan helps the city compete for state and federal grants.
