Legislature committee advances resolutions honoring coach Alva "Toomba" Swan and Janisha John

Senator Marvin Blyden introduced bill 36‑0084 to bestow the key to the territory on Alva Alfonsoan, better known as coach "Toomba," citing decades of youth coaching, neighborhood leagues, and mentorship that supporters said instilled discipline and kept young people engaged. Testimony included parents, assistant coaches and former players who described programs in Dunu and elsewhere and noted that some participants have gone on to college‑level basketball. Alva Swan told the committee he coaches from love of the game and urged continued funding for youth sports.
Senator Angel Boulkes Jr. introduced bill 36‑0149 to honor Janisha John for achievements in pageantry, modeling and media — she has represented the U.S. Virgin Islands at Miss America and Miss Universe — and for charitable and mentorship work. Family, tourism and cultural officials, and colleagues from the media testified about her outreach, scholarship giving, and assistance to young talent. Janisha John said the Virgin Islands "is my home" and pledged to continue mentorship through a proposed Jay John Foundation to provide workshops, scholarships and industry access for island youth.
After testimony, the committee adopted an amendment to 36‑0149 directing the president of the legislature (or designee) to present the official key at an appropriate ceremony. Both resolutions were reported favorably by roll call (7‑0) and will proceed to the Rules and Judiciary committee for final vetting.
