Taylor said the city’s initial zoning recommendation is planned industrial (I‑1) for the IND‑2 parcel and AG‑1 for the parcels that are railroad property, and that the properties are shown as “employment” in Chandler’s general plan. “The city of Chandler will provide water, wastewater, and reclaimed services to the subject property,” Taylor said. Taylor also told council the project proponents are working with the county on a temporary use permit and plan to develop under city standards once annexed; staff said the project is expected to be reviewed administratively and would not need to return to council for site plan review as currently proposed.
Darcy Smith, another planning staffer, presented Annexation ANX 24‑0004, describing an approximate 18.64‑net‑acre site south of the southwest corner of Ocotillo Road and Basha Road. Smith said the site is currently zoned RU‑43 in Maricopa County and that the city’s initial zoning would be AG‑1 with a general‑plan designation of “neighborhoods.” Smith said the developer proposes a 107‑lot subdivision of single‑family homes for sale, with an average density of about 5.7 dwelling units per acre (characterized as medium density). Smith also reported that the city’s traffic engineering team reviewed a traffic‑impact statement and that staff received no negative departmental comments; she said the subdivision is scheduled to return to council in December for further approvals.
Council member John Orlando asked whether the industrial project at Applebee would be a manufacturing facility; Taylor replied the proposer plans a prefabricated‑truss manufacturing facility but that staff was not aware of a projected employee count. Orlando also asked timing questions; staff’s response was that the proponent is aiming to develop as quickly as possible and is pursuing county permits in the interim.
Neither annexation was approved or rejected at the Nov. 13 meeting; both items were presented in public hearing and closed that evening.
