Portsmouth Planning Board sets Dec. 11 special meeting; continues Turnpike Holdings and Elm Street updates, approves minutes

The Town of Portsmouth Planning Board on Nov. 13 handled several short procedural items and schedule changes before moving to a public hearing on West Main Solar 1.
Planning staff read a letter from Turnpike Holdings LLC requesting a continuance of the preliminary plan application for a comprehensive permit at 97 Turnpike Ave; the applicant asked the board to hear the item at the next meeting. Planning staff and members discussed the town calendar and availability, and the board voted to continue Turnpike Holdings and a proposed sign‑ordinance text amendment to a special meeting scheduled for Dec. 11, 2025.
The board also approved the minutes from its Sept. 25 and Oct. 9, 2025 meetings by voice votes.
Paul Rodricks, Director of Public Works, gave an update on the Elm Street/Portsmouth Heights subdivision, reporting completed reestablishment of drainage swales, silt removal from the drainage pond, installation of a 1½‑inch final asphalt top coat and placement of concrete bounds; staff said they are still waiting for certified as‑builts and formal homeowners association documents. Because the HOA bylaws and evidence of reserves are required before final acceptance, the board continued the Elm Street item to Dec. 11 for another status update.
The board confirmed that, barring other changes, the next regularly scheduled meeting will take place Dec. 11, 2025.
