Food‑truck operator seeks extended weekend hours after prior violations; owner pledges enforcement

The owner of 1527 North 5th Street LLC and the food‑truck operator Solani Taneo told the zoning board Nov. 12 they want extended service hours for a permitted food‑truck location and described steps taken after complaints and a notice of violation earlier this year.
Joan London, counsel for the owner and tenant, summarized the application and said the zoning office’s staff report documents complaints between Oct. 30, 2024 and May 23, 2025 and a notice of violation issued on April 14, 2025. London said management and the tenant implemented measures — “rules which are enforced, against, music, and other, loud noises, and also signs that have been posted, not to block access ... in both English and Spanish,” and that the steps have reduced problems.
Property owner Andrew Roland told the board he supports an extension and will enforce rules, paint parking lines and install bilingual parking signs. Roland said management had called police when people disturbed the peace and that recent police calls were limited. Zoning staff noted that if the food‑truck set‑up becomes permanent, a revised land‑development plan and revised zoning permit will be required.
Board members discussed the proposed late‑night or 'twilight' hours (midnight–2 a.m.), with one member suggesting an alternative shift to morning hours to capture breakfast trade. The operator said the business focuses on lunch and dinner and needs weekend evening hours to remain viable. With no public witnesses testifying, the board closed the hearing and said a written decision will be issued at next month’s meeting.
