The Redding Zoning Hearing Board voted unanimously Nov. 12 to grant a one‑year extension of prior approvals for an adaptive‑reuse affordable‑housing project covering multiple properties on South 6th and Plum streets.
Rob Cronin, counsel for the applicant, told the board the project — which received special‑exception approval and dimensional relief in December 2023 — relies on low‑income housing tax credits and that the financing cycle delayed work. “It has taken us 2 years, but the applicant was successful in receiving an allocation or an award of tax credits this past October 2025,” Cronin said, and asked the board to extend the approvals through 2026 so the developer can move forward.
Chair Phil Robina moved to grant the one‑year extension and a board member seconded the motion. With no further discussion the board voted in favor.
Why it matters: The project converts multiple R‑3 properties to mid‑rise, elderly apartments under an adaptive‑reuse approval; the extension preserves the approvals while the developer completes financing tied to a competitive tax‑credit allocation.
