West Allis committee approves two bartender licenses, denies absent applicants

The West Allis committee approved two new bartender/operator licenses and denied several others during its meeting.
Chair opened consideration of item 26, a Class D bartender/operator application for Tyler Richards. Committee members asked Richards about prior driving issues and his current license status. Richards said he has regained his driver’s license, installed an ignition interlock/breathalyzer in his car, carries SR-22 insurance, completed counseling and one-on-one counseling voluntarily, and has been sober since 07/27/2024. He also said he is the general manager at Lehi Mongolian Grill and that serving alcohol is not the venue’s primary business.
A committee member cautioned that a bartender license is portable citywide and emphasized that staff should call police and cooperate if issues arise on the premises. After discussion, a member moved approval; the motion was seconded and passed unanimously. "Good luck," the chair told Richards after the vote.
The committee then considered item 27, a Class C bartender/operator application for Bethany Hover. Hover said she is paying for an IDP program, is arranging a safety plan through local providers (a Beloit clinic and a Lutheran church were mentioned), and is working to clear outstanding tickets and complete the DMV-required steps for license reinstatement. The committee noted it had received a letter of character on her behalf. A motion to approve Hover’s application was made, seconded and carried.
The committee addressed several applicants who did not appear. For an applicant identified as Perez (item 29, 2025-10941), the committee moved to deny based on nonappearance and the existing record; one member noted Perez had been cited twice for bartending without a license and suggested he might still be bartending. A later application for Michael Schultz (item 28, 2025-10901) was withdrawn or denied based on nonappearance. Motions to deny for nonappearance were moved, seconded and approved.
The committee’s actions were procedural votes on individual operator-license applications; no additional conditional requirements were attached to the approvals on the record. The meeting then proceeded to separate agenda items.
