The Morrow County Clean Water Consortium moved forward with plans to recruit a managing director-level services contractor to coordinate program delivery, outreach and the consortium’s revolving-fund work.
Staff reported they had finalized an 11‑page RFP and intended to post it on the county website and other notice venues immediately, with proposals due before Christmas. Staff and Nick Decody will screen submissions, produce a short list of qualified candidates and provide materials to the board about a week before the consortium’s Jan. 13 meeting so members can score proposals. The RFP scoring matrix is out of 100 points, with up to 20 points allocated for demonstrated experience working with Morrow County, the clean water consortium or public entities in Eastern Oregon.
What the RFP covers: Staff said the RFP seeks a phase‑1 study/project manager who can support project development, funder coordination and administrative tasks. It allows multiple price structures (hourly or monthly retainer) and asks proposers to propose estimated hours or not‑to‑exceed monthly amounts. Board members discussed likely market rates (ballpark $125–$250 per hour) and suggested a not‑to‑exceed monthly cap plus hourly rates for surge work.
Advertising and outreach: The consortium will post the RFP on the county site and advertise in regional papers of record (East Oregonian and county papers) and targeted professional networks (engineering and environmental business associations); staff will also distribute the RFP directly to firms that have expressed interest.
Next steps: Staff will produce a short list of qualified candidates, circulate materials to the board before Jan. 13, and schedule interviews as needed with an aim to have a contract negotiated and in place by the consortium meeting on Feb. 10.
