Council authorized a dangerous‑structure investigation for 425 Beech Street after Community Development Director Andy (Speaker 9) said complaints and an initial staff review revealed the property owner had died and no relatives could be located.
"From my initial investigation of the case, I found that the property owner has since passed away," Andy said, and recommended council approve an investigation given the condition of three buildings on the property and the site overall. Council voted to authorize the investigation and staff said they remain prepared to initiate legal measures if the property does not comply or is not resolved through sale.
Separately, the Blake Committee forwarded a recommendation that council consider allocating $45,000 in Community Development Block Grant (CDBG) funding to address the borough's two worst properties needing code remediation. Bill Kitt reported the money is available and requested council add the allocation to next month’s agenda for formal action.
Andy also noted a remediation plan will be presented to council in December for 316 Allegheny (the former Treece Music Store); a borough representative relayed a resident's request to salvage any musical instruments from the structure if it can be done safely.
Council carried the motions by voice vote; staff said further investigative and legal steps will proceed as needed, and a formal agenda item will appear next month to consider the Blake Committee's CDBG recommendation.
